Winding tolerances for paper rolls means you can have different diameters and if the top roll is even slightly larger than the bottom you risk dropping the bottom roll. If the bottom roll is larger diameter then the top roll will not be clamped in a single arm clamp and is simply riding on the bottom one - an accident waiting to happen.
